2024-2025 Energy Assistance Program
The Energy Assistance Program (EAP) can help you pay your utility bills between October 1, 2024 and May 31, 2025. Eligible applicants may receive a grant paid directly to their utility provider to reduce utility expenses.
- The 2024-2025 program year began October 1, 2024.
- The Cold-Weather Rule started October 1, 2024 and ends April 30, 2025. Please contact your utility provider for more information.
- The application deadline for the 2024-2025 Energy Assistance Program is May 31, 2025.

Energy-Related Repair
Community Action Partnership of Hennepin County's (CAP-HC's) Energy-Related Repair (ERR) Program provides emergency repair or replacement of broken/non-functioning heating systems, such as furnaces, for Energy Assistance clients.
To contact CAP-HC about problems with your heating system, please call 952-930-3541 any time - 24 hours a day, 7 days a week.
Please note: The Energy-Related Repair Program does not repair or replace water heaters.

Water Assistance
Community Action Partnership of Hennepin County's (CAP-HC’s) Water Assistance Program helps residents pay their past-due water bills and related charges.
Current demand for Water Assistance has exceeded our funding capacity. Applications received/postmarked by Oct. 18 will be processed in order of date received. Beginning Oct. 19, the program will be paused until spring of 2025.

Anyone living in the cities of Bloomington, Edina, Richfield and South Minneapolis zip codes of 55410, 55419, and 55417 is welcome to visit VEAP. No income requirements.
Food Pantry visitors are welcome twice a month. During your visit, you will select from shelf-stable items (like pasta, cereals, canned goods, etc.) as well as meat, dairy, fresh vegetables, fruit and bread. VEAP also provides household items like shampoo, toilet paper, diapers, pet food and more. If you have dietary restrictions, we will try to make every effort to meet your needs. Our inventory is always changing at VEAP, so we cannot promise access to specific items, but we will always try our best to meet your needs.
*If transportation is a barrier, ask about food delivery or a ride home from the pantry.

VEAP’s mobile food pantry allows brings fresh produce and other healthy foods directly to people in our service area. Absolutely everyone is welcome to receive food from the mobile pantry!

Cold Weather Rule
Cold Weather Rule :
Minnesota’s Cold Weather Rule (CWR) is a state law that protects residential utility customers from having electric or natural gas service shut off between October 1 and April 30. To protect service from disconnection individuals must make and keep a payment plan that is agreed upon between the customer and utility company. The utility company must offer a payment plan that is reasonable for each customer’s household’s financial circumstances. Individuals can set up a CWR payment plan at any time during the CWR season.
Renters are also eligible for the Cold Weather Rule – the electricity or gas must be the primary heat source and the utility account must be in the renter’s name.
It is a requirement for natural gas and electric utilities to offer CWR protection. The CWR does not apply to delivered fuels, oil propane, or wood. Individuals who have delivered fuels can still apply for the CWR if they have a furnace that is running by electricity.
