Family Services Collaborative

As a collaborative board, we look at community needs, set-up priorities and help provide funding that supports programs and services supporting families and children birth through 18 and up to 21 for those with disabilities. Areas of focus include:

• Promote Mental Health & Well-Being of Children, Youth & Young Adults
• Support Healthy Growth & Social Emotional Development of Children, Youth & Young Adults
• Strengthen Resilience & Protective Factors of Families, Schools & Communities

Community Members

Applications are now being accepted for Community Members to join the Governing Board.  Organizations and Individuals from Bloomington, Edina and Richfield with an interest in serving youth Birth-21 are invited to apply. 

The Collaborative is federally funded through the Local Collaborative Time Study (LCTS). These funds have been designated by state statue for use in expansion of early intervention and prevention services in Minnesota communities. The funds are distributed through the Department of Human Services (DHS).

The Local Collaborative Time Study (LCTS) is Minnesota’s federally-approved claiming mechanism for Medicaid (MA) and Title IV-E administrative reimbursement for Minnesota’s Family Service and Children’s Mental Health collaboratives. Eligible staff from public school districts, county public health agencies and correction agencies may participate in LCTS. The time study asks participants to select what activity they are doing at random points in time. Reimbursement is earned for eligible activities they perform to assist the state in administration of the MA and Title IV-E state plans.

Collaboratives were envisioned and created as an approach to:

• Address the needs of children and youth faced with complex problems
• Maximize results and resources by enhancing coordination and reducing duplication among systems
• Involve communities, particularly families, in system redesign and implementation so their needs are effectively met

Outcomes for Community Grants:

• Improve Protective Factors for Children and Families. 
• Improve early effective intervention to meet the social and development needs of children and youth
• Improve services & supports to strengthen resiliency for families & communities
• Improve services & supports to support resiliency & success for children & youth in school

Total Community Grant Funds Available: 

Our Community Grants Program supports ideas and initiatives that strengthen our community, spark innovation, expand impact and align with our mission, vision and local priorities. 

We offer two funding opportunities to meet projects at different stages:

1. Project Grants-up to $10,000. Applications Due April 28, 2026  8:00am

Project Grants support new, innovative projects as well as existing efforts that are ready to grow, expand their reach, and deepen their impact. Up to $80,000 in Project Grants will be awarded. [Preview Application]

2. Impact Grants- $500-$2,000

Impact Funds provide small, flexible funding for projects that address immediate community needs or test new ideas. Impact Funds will be awarded on an on-going basis as funding remains available. (approximately $20,000 available). [Preview Application]
